Jeffrey Totten- President/CEO

Mr. Totten is a native of Los Angles, California and a 1986 graduate of Belpre High School and the Washington County Joint Vocational School. Following high school, Mr. Totten returned to Southern California where he proudly served in the United States Navy as a Sonar Technician. During deployments in the Middle East, Mr. Totten received the Combat Action Ribbon and The Humanitarian Service Medal for missions completed during the Tanker War.

Following his honorable discharge in 1992, Mr. Totten began a career in the entertainment industry, primarily in the fields of music, sports, and broadcast television. In 1994, Mr. Totten began his music business studies while working for a private artist management firm contracted to assist Anita Baker during the "Rhythm of Love World Tour". In 1996, Mr. Totten joined Celestial Entertainment where he spearheaded 
the formation of The North American Independent Rock Music Association, and was a founding member of The Foundation for a Sound Solution.

During his 20 year career in broadcast television, Mr. Totten was awarded with 5 Emmy Awards for his work with FOX Sports, where he assisted in the production of a wide variety of live sporting events, and studio shows, most notably, "The Best Damn Sports Show, Period". Having recently retired, Mr. Totten has returned to Belpre and currently serves in The Rotary Club, on the Economic Development Committee, as the Technical Director of the MOV2GO Network and as the Advisor of the Visual Arts/Broadcast Program.

Jesse Roush- Vice President/COO

Mr. Roush is a lifelong resident of the Mid-Ohio Valley who takes great pride in being from Appalachia. Mr. Roush is a 2001 graduate of Warren High School and a 2005 graduate of Ohio University where he majored in Marketing. In 2018, Mr. Roush completed his Certificate of Project Management through the Russ College of Engineering at OU and is currently pursuing his Project Management Professional certification through the Project Management Institute.


Mr. Roush's professional experience includes retail management, over a decade in conventional and nonconventional oil and gas operations, and program/project management. Currently, he serves as the Executive Director of Workforce Development and Corporate Partnerships at Washington State Community College. He also serve as the Chairman for the Belpre Area Chamber of Commerce’s Economic Development Committee and is co-owner of an outdoor brand called

Beyond work and service, Mr. Roush is very passionate about being a father and an outdoorsman. His wife Tracie is also a Warren High alum, and is a BSN/RN within the Memorial Health System. They have two daughters - Kaydence (6) and Kenna (2), and live on a mini-farm in Vincent where they enjoy gardening, and raising dogs, ducks, chickens. Mr. Roush is an avid outdoorsman with a passion for hunting turkeys, deer, and waterfowl. I am driven by a desire to “leave it better than I found it” and guided by a passion for living a meaningful and fulfilling life.


Joshua Campbell- Secretary

Mr. Campbell was born and raised in the Mid-Ohio Valley and is a 2010 graduate of Belpre High School. Mr. Campbell obtained a Bachelors of Administration in Accounting from West Virginia University at Parkersburg and he is currently pursuing a Master of Accountancy degree from Ohio University.

Mr. Campbell’s professional experience includes a mix of business and government. While working with the Area Roundtable and The Wood County Economic Development Authority, and employed by the Burdette Group, Mr. Campbell was involved in numerous projects while working along side lobbyists, government officials, politicians, and economic developers.


Currently, Mr. Campbell serves the City of Belpre as a member of City Council and serves on the Belpre Area Chamber of Commerce’s Economic Development Committee. In addition to his government background, as a Financial Advisor and Accountant by trade, Mr. Campbell brings extensive knowledge of the Financial Industry.

Mr. Campbell enjoys giving back to the community and presently serves on the board of directors of the Belpre Rotary Club. Proud to call Belpre home, Mr. Campbell resides in the City of Belpre with his wife, Lisa and three children. In his free time, Mr. Campbell enjoys traveling with his family and creating lasting experiences.
